To cover is to make a reasonable purchase of substitute goods, and a purchase delayed too long after the seller's breach is not reasonable.
The approach makes good sense: Dixon delayed the purchase for ten months while he conducted business as usual; then, at a time particularly opportune for him, he purchased the green hoops. The UCC does not allow such opportunistic behavior by buyers.
